We come to the question of why it is that an elected person is not suitable to lead a particular area. Somebody said, “If you’ve got only got seven leaders, that may limit your gene pool to some extent”, but it does not have to be a leader. There is a large number of very capable councillors. Any good leader will say, “Actually, I’m not the best person to lead in this area. Have you thought about my executive member for culture, say, who might be a very good person to lead on this whole area?” Some flexibility in this area would be helpful.
