That clear linkage to democratic accountability is absolutely crucial. Therefore, the context on which I would like to probe the Government is how they envisage public accountability operating where these substantial powers come in. How will they ensure that commissioners are accountable? Why are they not looking at the election situation? Also, by having leads who are elected, you are gelling the mayoral authority with the underlying councils, not creating a buffer between them. That means that policy and everything else is immediately aligned and implemented and can be done quicker and better.
