A local public accounts committee could do that, as well as scrutinising the strategic mayoral authority and examining the way in which local partners both exercise functions on behalf of that authority and collaborate with the strategic authority. Local public accounts committees would have representatives from local communities, local councils and the business sector. Ideally, they might well be chaired by an independent person, and they would certainly meet in public.
