At the same time, there is a real risk of fragmentation if scrutiny simply mirrors the number of commissioners. Multiple narrow scrutiny committees could dilute expertise and weaken coherence. A broader thematic approach to scrutiny, organised around functions or outcomes, could provide a more effective means of challenge and better reflect the complexities of mayoral and commissioner-led governance. I would be interested to hear whether the Minister agrees.
