I thank the Minister but we are back where we started, really, in that we would like to see the guidance before Report so that we can see whether the guidance is correct or whether it could include something else. I currently do not know this, and we will not know. So I thank the Minister for her answers, but we should try to get the guidance before Report; if we do not, we are going to be asking more and more questions on this in Committee. I accept what the Minister says about combined authorities and county combined authorities. I will look at that again and, if we do not get this guidance, I will retable it on Report. At this point, I say to the Minister that this is an important issue, and it would be better if we could scrutinise it properly, at least on Report, but at this point I withdraw my amendment.
