On Amendment 63, I note what the Minister has said about the need for flexibility and refinement, but I remain concerned that the arrangements that were agreed only two years ago are already being re-opened. Where long-term confidence in local government finance is concerned, stability really matters. While the Government have every right to set their own policy on this, I hope that they will reflect carefully on how frequently these frameworks are revisited.
