Moving on to Amendment 64, I have heard the argument that mayoral authorities are different to other local authorities. However, I do not believe that the difference automatically justifies an exemption from the clear and well-understood principles that apply to local authorities when it comes to precept increases. Can the Minister say who decides that a mayoral precept rise is fair?
