Finally, I return to the underlying issue that has driven these amendments. Devolution should empower local leaders, but it should not place them in a position where they are expected to raise additional taxation simply to meet responsibilities that have not been adequately funded. From the perspective of residents, that risks looking and feeling like tax rises by the back door. These amendments were intended to probe those concerns. I am very grateful to the Minister for her answers. For now, I beg leave to withdraw my amendments, but I hope that the points that have been raised will be carefully considered. I intend, if nothing further happens, to come back with them on Report.
