I could perhaps understand this exclusion if it was only unlisted funds that were able to invest in the assets promoted by this Bill, or if these amendments were designed to restrict the investment options offered, but that is not the case. Rather, they will expand choice and capacity and provide a well-established route to investing in private equity, venture capital, property and infrastructure. If the Government were to take the reserve power envisaged but have no wish nor expectation of ever using it, they would be called on to do so only if the industry does not fulfil its voluntary pledges, and the possibility of that situation ever arising would be much diminished by the range of suitable investment vehicles being as wide as possible.
