These amendments go to the heart of the Bill’s credibility and practical operation. As my noble friend Lord Fuller indicated, this group demonstrates the near unanimity of views, backed up by evidence from the fund management and pensions industries. I shall tread fairly carefully and keep my remarks deliberately disciplined, because the next three groups address closely related and overlapping issues. I will resist any temptation to rehearse arguments that will be made elsewhere.
