If Ministers are serious about increasing productive investment in the UK, they must also be honest about the structural barriers that currently inhibit it. These include the scale and liquidity requirements of pension schemes, regulatory capital treatment, fee constraints and the limited pipeline of investable UK assets offering appropriate risk-adjusted returns. We believe that mandation does nothing to address these issues.
