The core concern is that, while the Government maintains that they are neutral and merely encourage greater investment in UK private assets, in line with the Mansion House Accord, the Bill in practice excludes listed investment companies from counting as qualifying investments while favouring the long-term asset fund structure. That exclusion is not grounded in differences in risk, performance or underlying assets—it is based solely on the legal form through which those assets are accessed.
