Taken together, that raises a serious concern that the Bill risks embedding unjustified and anti-competitive discrimination between equivalent investment vehicles. That outcome would be driven not by evidence or member interest but by a narrow set of institutional incentives. We therefore believe that Amendment 123, like Amendment 10 before it, would be a modest but essential protection of neutrality, competition and market integrity before Parliament grants the Government such far-reaching powers.
