Does this not illustrate the depth of the difficulty the Government have created for themselves? Once mandation is introduced, it inevitably pulls policymakers into ever more detailed intervention, and with that comes a cascade of unintended consequences. Had mandation not been included in the Bill, none of these distortions would arise. Intervening in this market may appear tempting, but the risks are profound and, as others have said, I do not believe the Government have yet fully grasped their scale.
