In conclusion, I recognise the importance of the issues raised, and I have listened carefully. We believe that the Bill as drafted strikes the right balance: it creates a tightly framed reserve power, clearly tied to the Mansion House commitments; it provides important safeguards and transparency; and it leaves appropriate flexibility to respond to market conditions and evidence at the time. For those reasons, although I am grateful to noble Lords, I ask them not to press their amendments.
