In summary, the Government accept the importance of robust safeguards, careful review, and transparency around the use of this reserve power. That is why the Bill requires the publication of two distinct reports and includes a sunset clause and a savers’ interest test. The amendments before us have helpfully drawn out those features and allowed me to explain the Government’s approach. However, I hope that noble Lords will feel able to withdraw or not to press their amendments.
