In other words, the mayor and the combined authority can be blamed if the money is not available to do the work in the local authority area. That is as clear as I would expect it to be. The Minister confirms that it will be for each highway authority to make decisions on delivery of traffic and highways functions such as traffic calming measures for the roads in their area.
