121: After Clause 37, insert the following new Clause— “Brownfield land priority(1) A mayor, combined authority, or combined county authority may not designate greenfield land for development unless it is satisfied that no suitable brownfield land is available within the relevant area.(2) In determining suitability under subsection (1), regard must be had to—(a) the availability of land, and(b) the viability and environmental impact of development.”
