The noble Lord, Lord Wallace, mentioned the need for a council of nations and regions. This was not done at fear of the Prime Minister. This was done with our leaders in those nations and regions; they are all represented. In my over 30 years in local government, this is the most powerful body that our nations and regions have had within government and to influence government. We also have the council of leaders, which works with our department and the whole of government to drive forward the interests of our local areas.
