I truly believe in the role of local government to understand better than Whitehall the possibilities of local regeneration and strategic planning: effective landlord licensing schemes; unlocking resources for instant pension schemes to regenerate local communities and promote local energy communities; joined-up and affordable public transport; and, most importantly, understanding that physical regeneration alone does not work unless it is accompanied by skills. It also has to embrace a just transition to ensure that workers are equipped with the skills to move from declining industries to the high-GDP jobs in emerging industries such as green, clean and cultural.
