My Lords, I am very grateful to the Minister, as ever. The noble Baroness, Lady Thornhill, got me going: she talked about her rose-tinted glasses and I had visions of the infamous Rose Garden treaty. I thought that this would be a new version of the Tory-Lib Dem alliance, but she dashed my hopes there and then. I appreciate the Minister’s point. I think she mentioned “levelling up”, but this amendment is to try to give effect to levelling up. It is not to lock people out; it is to make sure that levelling up is delivered for them. I think that there is possibly somewhere where we can meet there. As ever, I am very grateful to my noble friend Lady Scott for her genuine support. I am pleased to hear from the Minister’s remarks that there is some work to be done. I would like to have further discussion, perhaps with the LGA, as the noble Baroness, Lady Thornhill, said. There may be something that we could work on, or at least tip our hats to—I do not know. With that, I beg leave to withdraw my amendment.
