As I said, our strong preference and our practice is to work in partnership with local areas to develop proposals that carry the broad support of local leaders and others in the community. These powers will be commenced only if needed and, if commenced, will be used only where an area has not brought forward its own viable, locally led proposal. This will ensure that these powers are used only as a last resort.
