English Devolution and Community Empowerment Bill

Finally, these amendments would remove the measures in the Bill which seek to streamline consent and consultation requirements for locally led processes for establishing and expanding combined authorities. This runs contrary to one of our central aims: to establish a faster and simpler model through which devolution can be delivered more quickly. Removing these measures would retain the current cumbersome system and risk delaying areas accessing the tangible benefits of devolution, even where people in the local area want that to happen.
