43: After Clause 9, insert the following new Clause— “Promoting relationships for looked after childrenIn section 22(3A) of the Children Act 1989 (duty of local authority in relation to looked-after children), at end insert “and a duty to promote the child’s family and social relationships in ways which are consistent with the child’s welfare.””Member’s explanatory statement This amendment adds promotion of a child’s family and social relationships to the safeguarding duties of a local authority.
