31: Clause 10, page 11, leave out lines 11 to 38 Member’s explanatory statement This is a probing amendment which seeks to determine why the Secretary of State is permitted to change the conditions for paying surplus using the negative procedure after the initial conditions are first set using the affirmative procedure and to question the extent and scope of the Secretary of State’s regulatory power in setting the conditions for surplus release.
