I welcome the passage of this Bill. It will result in a slight increase in costs as far as the training sector of aviation is concerned, but that is a small price to pay for the overall benefits.

My Lords, is not some of the work that would be done by the project that is the subject of the question of a highly sensitive nature? Is it properly protected?

My Lords, some very high salaries have been reported payable to senior water officials. Can the Minister say whether those salaries require ministerial approval?
