Subsections (8) through (12) relate to the stirring up of racial hatred, either intentionally or where, in the circumstances, it is likely. My amendment would abolish the criminalisation of abusive or insulting words, while keeping the word “threatening”. Again, I hope noble Lords will agree with me that “threatening” is sufficient here.
