Instead of accreditation, my Amendment 403 seeks to give the power to the chief constable to grant a traffic regulation dispensation order to a person engaged in escorting an abnormal load, and it works as follows. The Secretary of State could designate which regulations can be dispensed with. The chief constable would have flexibility, in that regulations could be dispensed with for the whole of the movement or only at a specific location. When the operator made a movement notification, the dispensations required would be requested. The chief constable could specify what mitigations were required, such as the number of escort vehicles and attendants. The capabilities of the operator could be taken into account so that the chief constable did not have to make a dispensation to an operator who lacked the necessary skills and experience to perform the manoeuvre in question.
