On the noble Earl’s more substantive point in tabling this amendment, I would contend that firearms licensing is very different from the task of escorting abnormal loads. While the former lends itself to nationally prescribed set fees, the latter does not, given that the level of police resources required to escort abnormal loads will vary significantly depending on the circumstances. That said, there needs to be consistency in the approach to charging for escorts between forces, based on the principle of full cost recovery. As I have indicated, the NPCC guidance provides for that.
