I end by suggesting that the reason why the noble Baroness was not able to find a ready table of averages across local authorities is that it is a fairly meaningless metric because of these variations. We must always take care in how we use different statistics, because headline figures can sometimes lead to more confusion than clarity, but we will probably have to agree to disagree on this.
