The Government say that someone asked for it. So I ask the Minister: behind the scenes, who is the carteller-in-chief? Is it the Government? Is it the Mansion House Accord group? Is it trade associations? Is it the asset purveyors? The Treasury has told people that the pension funds want it. At Second Reading, the Minister said that it is
