Let me ask the questions that must be answered before Parliament legislates. Who really asked for the exclusion of listed investment companies? Was it the pension funds? Was it providers? Was it the trade associations that represent the providers? Why was this exclusion not in the accord, any consultation or any published policy? What happened in private, behind closed doors, that it now appears in primary legislation? What is the public interest justification for eliminating a well-tested and envied competitor wrapper that has existed for 150 years? Why is Parliament being asked to legislate first and think later?
