Policy needs a “why”. A select, self-interested group saying so is not a public interest justification. If the Government are going to take powers over what pension schemes may hold, Parliament must insist that those powers cannot be used to discriminate between wrappers holding the same underlying assets or to operate foreclosure. This amendment is modest, but it is a necessary defence against replication of the deliberate and anti-competitive discrimination on which I have elaborated.
