Ultimately, that is a decision for the Government. Without the Government taking a view on whether it is the right answer, we need to know whether, if the Bill passes, the Government will make available the resources in an additional way so that they are not taken away from other important issues of priority. For example, in the family court system, one of the very stretched areas is decisions on children with special educational needs. That is a very current issue, and Ministers are working through significant changes to that system. It would be quite wrong if we put a judicial model in place and it gobbled up an enormous number of resources, and the people who paid the price were children with specialist educational needs and their families.
