My noble friend Lady Finlay talked about “unsafe”—this is probably the one area where we have a slight difference. I do not think it being “not unsafe” is enough to convince anyone in the Chamber, or the public who are watching our debates, that we are doing the job that we should. I was in the debate last night, and a lot of attention was brought to how we are behaving in the Chamber and what we are doing. I am very privileged to be part of your Lordships’ Chamber—one thing that I always say when I visit schools or I am asked about the Chamber is that it is an amazing privilege to work with the brightest people I have ever worked with—but let us read the Bill in a different way. At the moment, it puts great powers in the hands of the Secretary of State or pushes it into secondary legislation. That makes me even more determined that there is not enough in the Bill to make it work in practice.
