I have a couple of questions for the noble and learned Lord, based on the debate that I have heard today. On the role of the commissioner, I have read that in a different way from the noble Lord, Lord Markham. While the commissioner must have had High Court experience, can the noble and learned Lord confirm whether they will be acting as a judge in this situation? There also needs to be much greater clarity on what the panel is able to do. I have read the Bill I do not know how many times, but I am convinced from listening to the debate today that there is not that clarity. Whether it is in writing or in the answer that he gives today, I think that clarity is required. I am interested to know whether he would be interested in tabling further amendments. I am making the assumption that this group will not be accepted, but would he be interested in tabling further amendments to provide clarity on what the role of the panel will be?
