I turn to the whole question of cost. Whichever system we have is going to cost a lot of money. The panel system will cost a lot of money. If we look at the draft of the Bill, it is quite plain that the architecture of the panel system is based upon a financially viable model. It includes appointing the commissioner, who is paid, and includes the commissioner appointing the panel members. But, unlike the judicial system which we have, we have no architecture for the way in which those people are to be selected, appointed or paid, which seems to be a considerable deficiency in the panel system.
