I could take a long time—up to a whole 15 minutes—to deal with points that have been made in the debate, but I do not want to do that. It is not because I am afraid of taking on the points that have been made— I assure your Lordships that I am ready to do so—but because I think we should focus on the principle behind what I am putting forward. At the risk of repetition, that principle is that we should have a judicial process, not some panel that has been cobbled together to meet some problems that have arisen. That is what we should be voting on, if we have to, on Report. For the time being, I beg leave to withdraw my amendment.
