Sentencing Bill

I am grateful to the noble and learned Lord, Lord Keen, for his strong support for this amendment, and to the noble Lord, Lord Lemos, for his response. It is a pity that the discretionary nature of this scheme is not more clearly set out. I am sure that a number of the issues that have been dealt with by the noble Lord could be more clearly dealt with if we were able to see in writing what the parameters are for the exercise of the discretion. It is not enough just to leave it to individual governors. In particular, when dealing with the revolving door and with crimes which are of gravity where there is an effect on the victim, these are the kind of things that need to be built into such a scheme. I understand from the noble Lord that there is going to be developed such a scheme. On that understanding, I will not press this amendment further.
