As to Amendment 17 tabled by the noble Baroness, Lady Hoey, whose other amendment I will address specifically, Annex 1 of the treaty already clearly states the rights and authorities provided to the UK in the Chagos Archipelago beyond Diego Garcia. It also sets out the security review process that must be undertaken by Mauritius for any maritime installation or land development on the outer islands, as well as the requirement for UK consent for any such development. This grants the UK significant ability to maintain the security and effective operation of the base.
