We have not had a debate in Committee. May I suggest that this debate might well fill that space? If it were the Minister’s intention to reconsider the issue at Third Reading, even in the couple of days available to us, I would welcome that. There is a position which is not that recommended by the Delegated Powers Committee but which I think would also be acceptable to the House—namely that, when used, Henry VIII powers should be subject to the affirmative procedure but that any other Orders in Council should be laid before Parliament rather than necessarily subject to any parliamentary procedure for the purpose.
