As far as the noble Lord, Lord Harper, is concerned, we are dealing with a slightly different issue in relation to the England-Wales border. The noble Baroness and other Peers have raised the question of eligibility. Whether your GP’s practice is on one side of the border or the other does not matter for eligibility. Whether you live on one side of the border or the other does not matter.
