In Amendment 139, the requirement to report on such injustices would be, I suggest, of general assistance, whereas Amendment 138 is intended only to assist specific offenders who have been sentenced for offences where the law has been changed. The need for the Government to report on the implications of such changes on a wider basis would enable a holistic approach to be taken—an approach that would be of general application, which would help to inform the Government and the public and enable appropriate steps to be taken to address such injustices.
