I am often asked, ‘So when will you do welfare reform?’ Well, I tell the House that this is welfare reform. Putting work and opportunity at the heart of our system is the best reform we can make. Asking not just, ‘What are you entitled to?’ but ‘How can we help you change your life?’ is the change that the system needs. That view lies behind the changes that I am announcing in this package.
