My Lords, I too am keen that we should, generally speaking, trust the public. But Amendment 86 requires “all offenders convicted and sentenced in the Crown Court or Magistrates’ courts” to have their “country of birth … nationality … ethnicity … immigration status, and … the offence(s) for which they were sentenced” recorded, published and laid before Parliament. That could encourage the drawing of entirely the wrong conclusions by the British public.
