My Lords, I add my praise for Richard Hughes and his outstanding public service, mentioned by the noble Baroness, Lady Neville-Rolfe, the Minister and others. I have two questions for the Minister about the Treasury-OBR relationship going forward, learning the lessons from what has happened. First, the Treasury was clearly very annoyed by the OBR’s letter to the Treasury Select Committee, detailing the timeline of discussions. Is it the Minister’s understanding that there is a strong Treasury preference that the OBR does not do that in future? I think I know the answer, but how important is that to the Treasury-OBR relationship? Secondly, the Minister has rightly talked about defending the independence and continued existence of the OBR, but is there now discussion about changing its remit and role in the process, in the light of what has happened in the past few weeks?
