Furthermore, the clause is entirely silent on what happens if the Lord Chancellor does not approve the business plan submitted to him. We know it has to be submitted for approval; we know that the Sentencing Council must publish the plan once it has been approved; but there are no known consequences suggested in the Bill if the Lord Chancellor does not approve the business plan.
