It is quite tricky to look into the future and to think about every single thing that may occur. All you can do, as has been the history of nations, is to negotiate agreements you then try to hold people to account for. You say, “These are the obligations you have accepted and agreed to in a treaty” and, through international law, you try to ensure that they abide by them.
