My amendment proposes an independent financial review and background check on close relatives before eligibility can proceed. It aims to block eligibility where there is a known financial abuse risk. If noble Lords are concerned about the practical implications of this, I point out that we already have legislation in relation to live organ donation providing a precedent—the Human Tissue Authority must ensure that there has been no reward offered for organ donation and that valid consent is in place for the removal and use of an organ. Embraced within that is an independent review process with both the donor and the recipient, so we have a precedent in law as to how a review could be undertaken.
