In conclusion, the fact that the sponsor of the Bill does not appear to have factored it in does not mean that the rest of us should fail to do so. Intentional or indirect structural disadvantage is a critical factor, particularly for disabled people, and one we cannot ignore. It deserves to be in the Bill.
